Questionnaire:
#1. St. Paul Ordinance 183.041 (the Human Rights
Ordinance) specifically bars those contracting with the City from
discriminating on numerous bases, e.g., race, religion, and sex, but not
sexual orientation. Would you support a proposal to include “sexual
orientation” in this list?
#2. In 1991, Minneapolis established a domestic partner
registry, by which same and different-sex couples could pay a fee to
the City and register as domestic partners. Would you support the
creation of a similar mechanism in St. Paul?
#3. St. Paul Ordinance 280.03 criminalizes appearing in
public in the dress of the opposite sex. Would you support a proposal to
eliminate this specific portion of the ordinance?
#4. In 2002, Minneapolis joined a growing list of
cities around the country in approving an “equal benefits ordinance,”
which requires certain contractors with the City that provide benefits
to employees’ spouses to provide similar benefits to the domestic
partners of employees working on the City’s contracts. Would you support
the creation of a similar mechanism in St. Paul?
